Default Electrical Gremlin

Hey guys, got a question that I hope is simple. The problem is battery related, I have 12.66 volts when I hook up a multimeter to the + and the - side of the battery, but only 1.6 volts when I go + side of the battery and - to chassis and the same (1.6v) + side of starter relay to chassis. BIG question, is this battery related or just a bad ground? Thanks for any and all help.

honestly, you have almost answered your own question... check your negative battery lead to the chassis. Hell, just replace it. Batter cables are cheap, and it never hurts to make sure you have a good ground
