I replaced the belt in febuary when i put the supercharger on it. How can you tell if a harmonic ballancer is bad?

Could also be bearings in one of the accessories or the belt tensioner pulley.

I'd pop the hood & have a friend hold it steady at that rpm or do it yourself with the idle screw then find what it's coming from.

yup and the best way to pin point it is take a long screw driver or pry bar and put it to the accessory and put your ear against the handle and listen. the squeel will travel right up the screw driver and amplify the sound to your ear when you find the bad one

you could whip that belt off and see how the accessories rotate by hand.
