If none of them will open when you turn the ****, the signal line is disconnected. It's the black line on the back of the switch panel. It goes out through the firewall into a "T". One side goes to the vacuum canister in the passenger side fender, the other side goes through a one way valve, then to the vacuum tree.
If you look under the hood, it will be the only black vacuum line coming out of the passenger side of the firewall.
There is a slim chance that where I said connected to the vacuum tree, it is instead connected directly to the intake. I've only seen one car setup like this.
You can test to see where the problem is by starting the car & while it's idling trace that vacuum line, disconnect & see if you have vacuum to it, if you do move further down the line. If you have vacuum to the line at the climate control inside the car, then your switch is bad (which almost never happens for the vac control)
