Definate rust promoters. My 93 has long tubes. The previous owner wrapped just the area close to the clutch cable. I've since removed it. Guess where my headers are rusty. Chrome finish in the engine compartment. Solid but a bit brown under the car. Flakey as corn flakes near the clutch cable.

they do hold moisture and speed up rusting, but they also make it so you can pretty much grab the headers with your bare hands without getting burned, it really made changing plugs between rounds much less painful.
