Default Fuel Pump Recommendations

Okay, I have an 88 Mustang GT that is completely stock (still has the air silencer) and it recently started sputtering. I put a fuel pressure gauge on it and got 22 psi. First question is it even worth changing the fuel filter or should I just change the pump (can a clogged fuel filter diminish the pressure that much)? Also, if I have to change the fuel pump I'd like to upgrade from the 88lph. I'd like to one day do a supercharged 347. So the question is, how big of a fuel pump can I go to satify future demands and still have it function properly for now. Finally, my fuel gauge doesn't work until I'm almost out of fuel (most of the time it sits way above full) then it works fine. Any suggestions on how to diagnose this problem? Thanks.

Yes, I would replace the filter first. You can run a 255 all day long now to satisfy your future goals.
