I was wondering if it would be better if i just took my stock heads on had them ported and polished and new parts like vaule springs and roller rockers or buy new set, i dont have like any money. Would i also be able to feel a difference with this. thanks

Yup GT40's good option...if you dont already have headers...if you do it maybe same price to find some take off aluminum heads...(not popular ones like TFS, AFR) but like eddy's or something for 500-600. Look through local parts trader. Even craigslist.

If it were me i would start stashing a little mad money. If you have enough cash to buy GT 40 irons(used) you still will need to dump 200 to 400 bucks on them just to refresh them. Plus, if you changethe camshaft to complement the heads you now need new valve springs, locks, and retainers. Also there is a possibility the GT 40 springs are worn out. So, now you are very close to new cylinder heads you can grow into down the road. I would look into the actual styl of head vs. the cc of the runner. The runner displacement only tells some of the storey.
Canfields, TFS High Ports, and FRPP Z304 heads fall into a very similar style head. They make wicked power.
TFS Twisted wedge and Twisted wedge R heads are off on there own.
AFR,Dart,Edelbrock Vic jr, Perfromer rpm, world heads, Aluminum GT 40X, Roush 180/200, RHS heads Are all the same style and with a good cylinder head porter can all be made the same. I am sure i forgot a few. Also, the stock stuff,E7TE, GT 40 ans P heads are same style but do not have enough metal to be ported to be the same as the latter group I mentioned.
And, just for fun, ask yourself why an AFR 205 CNC ported head makes less steam than a TFS Twisted wedge R head with an as cast(non CNC ported deal) with a smaller 204 cc runner??
Could it be that cylinder head style has something to do with it??
Plus, just for the sake of styles of Small block Ford heads you have the SBF Cleveland 2V heads, the SBF Cleveland 4V heads, Yates style heads, Blue Thunder 3.6 and 4.3 heads, plus CHI heads and AFD Cleveland style heads. Again, different style and with a smaller runner in some cases will hand you your A$$ at the track on race day. Hmmmm, I wonder why?
