rubber shift boot?

Default rubber shift boot?

I was getting ready to install my t5 when I noticed that the rubber boot around the shifter was torn and leaking. It kind of looks like a CV boot and it was held on by a clamp. I've been to all the parts stores in my area and no one even knows what it is.

So now I have a few questions:
1.) Is there any place to buy it?
2.) is it not required by aftermarket shifters?
