that would be because there is not suppose to be any voltage on the wire...you are testing it wrong!!.....the sensor bolted to the tranny is a small gear driven permanent magnet signal generator that generates an AC signal proportionate to the vehicles speed.........you should use a multimeter and unplug the connector and turn your meter so it tests for ac voltage and connect the two leads to the sensor and spin the wheels fast enough so you can see if a ac signal registers on the meter.....voltage reading should be between 1.3 and 6.1 volts...if the sensor tests good, then pull the cluster and check wiring from pin connection on cluster down to pin connector at sensor connection = loop leads in series = 1 on sensor harness end and other up to appropriate pin on cluster connector = gy-bk wire = signal wire ...........pk/o wire = ground..I assume you know proper testing of circuitry testing for grounds and continuity of wiring using ohms on the meter..if wiring tests good = faulty speedo head unit/cluster
