Default EGR/Heat riser question

Okay, so james bought some GT40 Heads for the 7 (in case your out of the know, were building a 306 for an Rx7) and anyways, we commenced cleaning them, and then i noticed that (for lack of a better description) there were only 3 small holes on both ends of both heads, not 3 small and one larger (the larger being the hole for the heat riser...) why is this not here, these heads are most definately off a factory car, theyre beat, but theyre in okay condition.

question being, will a smog technician (sp?) know if thats not working if i just drill and tap another hole, and make it LOOK like it works?

nope, the thermactor air system is just for preheating of the cats on cold start up and emissions tests are conducted once engine is at operating temp
