un plug it and see what happens, you'd have to use a wiring diagram and check the input command vs output commands, most likely is a bad ccrm, if you can find a test one to borrow, that'd be ideal

Don't need diagnostic for continuos power. Pull the CCRM and check pins for continuity between the relay contacts. If they are locked or welded closed you will have continuity. Problem solved Replace the CCRM
Trouble shoot/follow your grounds.
With the connector loose check your power points. Find out if your EEC is holding your relays shut.
Just follow the diagrams and OHMS Law you can't go wrong.
Note that with your fan and fuel pump running all the time, the relays are closed. Why is the question?
