why arn't you worried about suspension?
12's and 400rwhp just don't go in the same sentence
12's is a goal and 400 whp is a goal,but 12's can be had with less power and money,but that 400 is a whole different animal

you should look into a turbo or supercharger!
With just a good turbo kit, fuel system, tune, and a few other modifications you can put down around 400 or more.
a magazine car with this same set up 373, clutch and a few other mods went i think it was 11's

well 12's can be had with a tuneable suspension the right adjustable clutch or right stalled auto..4.30's if you arn't scared of the gear.
gt-40's can be had cheap..good free flowing exhaust piece it here and there,and bring a note pad or invest in a data logger and do your own homework<you end up feeling better and alot more knowledgeable at the end of the day...lamen's term...seat time seat time seat time..
if you want all the bell's and whistles you can choose a set of trickflow's get a track heat intake and a matching...then the injectors the too large of t-body/mass air meter..then a tuner
