Default 93 5.0L 5spd hesitation

As titled, car gives a hesitation under load @ roughly 3800-4000. It doesn't care on how much throttle, does it with mild to wot. No codes, mil light doesn't come on. Low rpm power suffers @ 12 degree timing, have it set at 16.

Car has-
gt40 intake
190cc runner aluminum heads
30lb injectors with matching c&l tube
bored .030 over
E303 cam

Any clues to the culprit???

The ignition might not be your problem, clean your MAF sensor and see what happens.

Cleaned maf, no dice. checked voltage on TPS and it was too high. 1.2/1.3 volts. I pulled out the throttle screw and now it won't start. I reset timing to 12 degrees and is hard to start. if I set timing to 18 degrees, it starts, revs but surges after a while. would hate to sell due unresolvable issues.
