Heater will not blow hot air.

Heater will not blow hot air.
My car is a 1995 GT.
Originally the heater worked great but the heater core was leaking. Had that replaced, but then the heater wouldn't blow hot air.
The fan blows air.
Both heater hoses going to the heater core inside the engine compartment are hot to the touch. My guess here is that there is flow going to them and that the thermostat is not stuck.
The latest thing I tried was to see if the temperature control **** wasnt hooked up properly. I can control the door using my hand but the heat coming out when its at full hot is very minimal.
My guess is that there is no flow of air going through the heater core.
Another thing, my understanding is that the air is always pulled from outside the vehicle. Where I live the temperature gets down to -40. It would be nice if the air was recirculated, is there any way to modify it to do this?
