could also be the foam seal on the blend door is deteriorated not creating a good seal anymore allowing fresh cool air to mix thus lowering heat output

Thats exactly what is with mine, I replaced the core and i guess didnt do a good enough job sealing it back up as I can feel cold air leaking from under the glove box, It still heats but not as well as it could, Oh well im not taking that bitch apart again lol.
