Tach problem

Tach problem
When i turn my car on my tach goes to 3,000 RPMs. It isnt running at 3,000 rpms. Could this be fixed by getting a whole new gauge from late model resto or possibly the junk yard or ebay? My tach does go up and down it just doesnt go below 3,000 rpms
