Question Bouncing Idle

I can't have a vacuum leak as I just replaced all intake/TB gaskets and had the best racing shop in town check over the entire car, I'm pulling a vacuum of 19", compression is like new etc. My idle occasionally is up and down between 600-1000 or so. Then I shut the car down restart and it idles like a dream? The problem is hit and miss but it's like the car reboots itself after I restart the car. I want the idle to be where it should be and make sure the throttle cable screw is set correctly. Any ideas?

have you done the base idle reset? checked your TPS? is the IAC working?

How do I do a base idle reset??? Other than a voltmeter how would I check the TPS and the IAC? I gave the IAC a pretty good clean though. I swear this is the most frustrating thing about the 5.0 stangs.

Just a reminder my car is an 88' with SD. And I found an article on completing a base idle reset....I'll try that tomorrow.

everything expect the TPS(dont have a multimeter) and the MAF cleaning as I have SD, I've had decent luck, but tomorrow I really want to check my TPS by buying a cheap multimeter
