Default TPS low voltage

I'm having bad surging idle issue on my 94 Cobra. I have an adjustable TPS I was getting a .33v reading at closed throttle, at WOT I am getting a 2.50v I've adjusted it all the way and the most I can get is .58v and WOT 2.75v I am looking for a confirmation that this is a bad sensor, or is there something else I should be checking? Any help is appreciated.

You need to check the VREF voltage and make sure you are getting a full 5v TO the tps. If you are... replace the sensor.

If you cant get full voltage across the range of the TPS, but have a good TPS VREF. You need to check its ground, and replace the sensor.
