is this a normal code to come up if i have a chip installed. if not why is it coming up.

the car is running very rich even a cruising speed my a/f is 11.0 and it wont idle please help

took chip out cleared codes and code 15 went away??? does this mean my chip could be bad and thats why its running like crap all of a sudden??
