Default Headlights are Very dim

With low beams on, I can barely see anything. The light seems very yellow/orange-ish. When I flip on the brights, I get light output that I would expect from low beams.

High beam indicator light is on with lows and highs.
headlights are not oxidized.
Bulbs look fine, but I have a feeling thats not the problem.

I got some new bulbs but I do not know if I should put them in if there is some kind of wiring problem.

Previous owner said there was an alarm on the car but his son ripped it out and didnt reconnect the turn signals so I only have parking lights and hazard lights.. Could that be related?

What do you guys think?

Well I feel stupid now. Changed the bulbs and I can see tons better, but the lights need aimed bad. I guess I have never had bad bulbs that were not sealed beams.
