Remember that the biggest restriction of power are the stock heads.
So one of your first mods should include a good set of aftermarket aluminum heads.
Adding a bunch of stuff to help pull in air (manifold, bigger MAS and TB, etc) isn't going to be as effective with the stock heads compared to aftermarket ones.
Once you eliminate the biggest restrictor, then all the other mods will work that much better.

most people will tell you that the first thing you should do is get a good set of gears. You should look for a nice set of 3.55s or 3.73s if your car is stick, and if its auto go with 4.10s. You should also get some control arms. These mods will help you get the power to the ground, and while it will not increase your hp it will def increase the acceleration. It should feel like a new car. Good luck with whatever you choose to do.
