Default Noob! RPM's go up when shifting

I'm definately not a technician and I'm not the most knowledgeable in this field. Tried some research but couldn't find any threads with the same problem, just looking for some advice.I recently bought a 95 5.0 as far as I know it's completely stock. During the test drive I noticed that when I shifted the RPM's went way up to almost 2000 and then slowly returned back to like 800. After a couple days the dealer said it was fixed so I came back, did a nice test drive and decided it was fine and if I needed to I could make a few fixes. I know this was really stupid, but I tried to find out what they replaced and the dealer didn't know so i let it go. I'm wondering if it has anything to do with the throttle body or anything?

Feel free to insult my intelligence, please just try to help afterword. THANKS!!

If they don't know what they did, get your money back. All work should be itemized and inventoried.
