High Idle

Default High Idle

Tuning my 347 (tweecer) and had some issues. I updated a tune to my Tweecer and started RPM went to 3k and stays there. I'm puzzled and hopefully someone can help me out. Car will idle(very lean) but once I hook up my MAF it will ramp up to 3k

Thing I have done
Remove IAC Covered port
Unplugged IAC No change
Unplugged TPS No change
Changed TPS
Unplugged ACT No change
Unplugged MAP No change
Unplugged ECT No change
Closed TB to check for vacuum leaks. Car will not run so I don't have massive leak
Removed Tweecer
Installed new ECU
Car does the same thing every time
Disconnected the battery and the first start will idle for a few seconds and then ramp up to 3k.

I have a autometer hooked up to my O2 and can see the computer learning and changing the fuel curve.

I run codes and all i get is 31 (this is correct since it is removed)

I cannot datalog anymore since then. Any one have this happen? how do I fix this.

When bikers are driving irrational I try to just let them go (any biker). I figure they are going to get hurt eventually or worse. Neither I or anyone for that matter needs to have that on their conscience.
