Unhappy Please help my 88 mustang gt wont pass smog

Hi everyone this is my first time here and first time owner of a 88 mustang gt. Got the car from a friend and he hasnt had it registered since 2008. Well lets talk about the smog so when i was gana transfer it to my name and get it registered i went to get it smogged. When i got it smog everything seemed it was going fine then when the tech print the results out i failed the NO part of the smog test. Everything else i passed as if the car was brand new. The HC part i passed it with at 15mph 46 out of 85 max and at 25mph 45 out of 67 max, the CO part i passed with at 15mph 0.03 out of 0.54 max and at 25mph 0.03 out of 0.45 max. Now the NO i didnt pass at 15mph 744 out of 565 max and at 25mph 831 out of 522 max. the timing it was set at 14 btdc which i still wouldnt have passed in california. the tech said i may need to get new cats but i dont think so since i still passed the test everything else like if the car was brand new. Can someone please help

if by NO you mean NOx thAN YOU NEED TO RUN A KOER TEST AND CHECK FOR EGR CODES, EGR is there to reduce NOX, things that elevate nox, ARE excessive timing, EGR not operational and excessive carbon build up in cumbustion chambers and or an inadequate cooling system/malfunctioning one....or anything that'll elevate engine temps in short

If it hasn't been registered for 5 years , what has it been doing? Just sitting?

I would do the test as Mjr suggests , also I would take it out an run the crap out of it and blow the carbon out and maybe run a tank of gas with some system cleaner of sort in it . Then new fuel .

well yes i mean NOx. I took it to my mechanic and he said the EGR is working fine that he cleaned it just in cause. Theres no check engine light. I do wana run some seafoam in the engine cause i heard that will help clean the carbon out. Is it safe to use it? Yeah the car has been siting. My buddy just gave it to me. He said if i wanted it and i said yes and he signed the pink over to me.

I would be curious to see how he verified it was working fine, just because the valve opens and closes doesn't mean the system that controls it is and or senses such is........ask him if he ran a koer test in which egr is tested, also seafoam it and make sure the proper thermostat is in the car allowing engine to run at proper temperature, after that if all is done, possibly new cats but usually it fails on more than just nox when cats are bad

1. Run some 91 octane and put a can of guaranteed to pass in it.
2. Run KOER test.
3. If wont pass, have cash and find a person that will pass it.
When I was in california, I had Long tubes, no cats. 150 cash had my smog sheet. btw
