Default Installing new headlights

I bought euro clear headlights how the hell do these things install. I have a million tools but none of them can get those bracket bolts behind the whole assembly? Do i have to take the whole clip off?

heres the problem.....All of the assemblys came out but those bolts that held them in didnt come out. The bolt is like fused to the screw thing. When i ratchet the bolt the whole screw moves even with a pliers holding the damn thing....How the hell do i g et those things out with out damaging the whole panel?
