Default Balancer question

Came across this balancer and can't find out just it is. Anybody know?
It's stamped M-8510-B351
Looks like a Ford number to me but I don't have anything here check it against.......

i put that number in at summit and it came up as a aluminum crankshaft pulley spacer

Looked at Ford Motorsort 'online' and came up with the idea it's a spacer.
Got to be the funniest looking 'spacer' I've ever seen.
It's what looks like the balancer on a motor I'm thinking of buying........
