Default rebuild help

I am rebuilding my engine. I have a new shortblock on the way. I am going to replace the cam but before I order new parts I need help figuring out how far I am going to go with the rebuild. I alread have a new 130 amp alt off a sn95, a windage tray, high flow water pump, and an electric fan off a volvo to go into the rebuild. My big concern is the fact that I am going to be driving this car across country so I need to keep the gas milage as high as possible but would like to add some hp while I am doing this. I already have cold air, MDS coil, equal length shorties, high torque starter, aluminum 3 core radiator. I have about $2000 I could spend but I need to keep as much of that as I can to help finance the trip. So the meat and potatos. Should I upgrade the h/c/i? Only upgrade the cam? Only upgrade heads? Only upgrade intake? If possible, give me name brands for your vote. Oh, and if you know any reliable mechanics in Hawaii in case I port and polish the heads, please let me know. Thanks.

Since you want gas mileage then you shouldnt mod the car because that will lower the mpg. Buy a DD and mod the crap out of the car

I can only ship one car from Hawaii so getting another car is not an option. I am going to rebuild it for the sake of reliabiliy. With a Cobra intake, 73mm mass air meter, 70mm polished throttle body, 24# injectors, adjustable fuel pressure regulator; what cam would you suggest keeping in mind I would like to keep the gas milage as high as possible?

I thought if you upgraded the airflow you have to upgrade the fuel flow. Either way the cam is the only thing stopping me right now so any suggestions would be appreciated.
