Default new engine

When i floor the car i have white smoke that comes out the tail pipes. I was told by a mechanic friend that it is probably the piston rings, my car has 140,000 miles on it and when i was talking to him he pretty much said rather than paying alot to have the piston rings replaced that i should use that money to start building a new engine and just quit moding the one in the car. I wanted to see what you all thought about it and if i go with building a new one is a cherry picker the best thing to use for holding it in the garage while working on it. It would be a long project that i would have to take my time on and build as the money comes in that is why i am not going to just buy a bad *** crate engine.
