How do i remove the outer quarter window trim so i can remove the surface rust and paint

Very carefully. Pull the sail panel off fiirst. To do so you will have to loosen or remove the rear quarter trim panel. I believe there are 6 nuts that hold the sail panel on. Once you have the sailpanel off you can see the back edge of the outer trim of the quarter glass, by the way the glass is removed from the inside. Anyways I think the quarterglass trim is glued on with windshield urethane. I have run into it being both just glued on to the body& glued & set into the window opening. So be carefull & Good luck!
