if he has receipts for the motor rebuild and alot of other ones plus the car runs and drives nice then i would say max 5500.
you don't get what you put into them. you can just add up all the receipts and expect to get that money back. some people try to recoup cost but they will be selling a car forever. for 7500 you could have a super super clean and nice notch. that car is only ok in my book and old with alot of conversion work that may or may not have been done right.

price does seem a bit high, but depending on your demand in the area it may not be... i know you can find them anywhere from 3k+ around where i live but it really all depends...maybe offer him 6500 and then see what he says.
