Big set of heads, radical cam, every bolt on possible, the best intake, and a hope and prayer.

 

Blower/turbo would be easier...cheaper, and FAR more streetable..far more

 

A n/a 302 putting out an HONEST 400+ crank hp is VERY difficult to achieve in a streetable package. It's gonna need big cam/heads, and therefore big gears in order to drive with any semblance of manners, mileage will suck, it'll prolly be rather tempermantal, ESPECIALLY if you go carb'd, and especially in the winter depending on what weather is like in your area. Like dman302 said, blower would be a way better route for that kinda power on the street. Or build a healthy streetable 302 and spray it for the extra power
