Default Is this the correct part?

While doing my battery relocation I noticed that the rubber piece around the filler neck was pretty torn up letting tons of crap get inside my car... so Im wondering if this is the correct part to fix the problem..

The one you posted (1st post) goes in the tank where the filler tube goes in. The one right under the filler opening, I have no idea where you can get that.

make your own. they sell that type of stuff in small sheets hardware stores. i looks like a dust cover pretty much. does that part actually have to be fitted into a hole? or does it bolt to the top? if it bolts to the top i vote make your own if you cant find it.
