Default Mufflers too loud

So i got pulled over for "speeding" definatly not speeding, and my mufflers were too loud, and i'm pretty sure they are 50 state legal. The guy asked me if i had an H pipe and i played dumb and said i have no idea. I do have an O/R H pipe....My question is has anyone or does anyone use fake converters ? Just use the shell and well them on to the H pipe just in case of an inspection ?

funny thing is i just got pulled over like a month ago and he said my mufflers were too loud, but he cant determine if it is too loud cuz that would be like his opinon kinda thing, he needs to use a decible meter to write a tickey, i got away from the ticket by bringing that up, but i had to change my dynomax bullets with an o/r hpipe to flows with o/r hpipe and tail pipes, sounds somuch quieter, the dynomaxes had a really nice loud deep rumble, but the flowsare broken in good

I have flows and 3 1/2 inch tips.Mine was 118 decimals from about 3 feet away from the tips. I still want it louder though.
