It's been a long time since I've recharged an A/C system, but to answer your question about the refrigerant: I don't know about the exact year they madated the change but I'm prettysure it was in the mid '90s. I think my '94 has the R-134a in it but that's just an educated guess. As far as why they switched: the older R-12 (or Freon) is very bad for the ozone layer due to the CFC content.
They sell conversion kits for R-134a (my '88 F-150 has been converted) but you usually need to go to a shop so they can collect the old Freon since venting it into the atmosphere is illegal. Then again you could do what my dad did and pull itinto the back yard so noone can seeand do it yourself...

On a totally empty system, 3 cans will do the job. The capacity is 34oz's. I believe the freeze 12 cans are 12oz's each.
How are you planning on refilling the system? Do you have a set of gauges or one of those cheap 1 line can tap deals?

yeah they outlawed r12 in 94 or 95 cause of how bad it was for the ozone. In order for you to recharge the system properly, like with a ac recovery/recharge machine it will cost you loads of money becuase r12 is extremely expensive now. It would prolly be cheaper to convert it to r134 than it would be to recharge with r12. but this is just what i was told in my hvac class. and my teacher's been wrong about stuff before so dont quote me on any of it.
