Found this on ebay, turns out I already knew the guy. Made a few phone calls and picked it up a few minutes ago

adjusts the air fuel ratio and allows to increase the rev limiter or decrease etc

correct since nobody where I live tunes 5.0's.. now I can tune it myself

NICE! It's a Ford Extender!!!! ...I use to use that on my Vorthech SC Mustang!!! How much you pick it up for? ...Used for tuning the A/F ratios & by-pass the stock rev. limiter....
