few questions

ok i was wondering what all you have to do to build a 331.i searched and cant find any info on what all you need parts wise.

and also i was wondering if anyone who has a c4,at what rpm's does it run at 55mph.

You need to narrow down your question. Are you asking about block clearancing?

As for RMP with a c4, rear gear ratio and tire diameter/circumference will be the primary factors.

well what all parts do you need and what needs to be machined.well i know you can buy 347 kits but ive never seen anything about a 331.

you need crank, pistons and rods, prep the block, bore it, balance the stroker kit, if it's 28 oz, you'll need the corresponding balancer and flywheel/flexplate

oh yea i know but i mean with everything else you have do... i know i tried to keep a budget but then this pop'd up and then that and this... im sure you know what i mean you've been around it a while
