86" fuse/eletrical problem

Default 86" fuse/eletrical problem

hey there i have a 86" convertible and my headlights, horn and cigarette lighter dont work, i checked the fuses and blew #16, replaced it but no go, is there a fuse or relay close to the battery that also blows?
problem happened after i plugged in an accessory to the cigarette lighter socket.

+ instrument panel lights don't work either
high beams work
any ideas?

might be a fusable link, near the driver side strut tower, not sure if theres one for the interior, let me find the diagram

hmmm how do u know if a fusible link is bad?
