Default Electrical issues

I have a friend thats having issues with his electrical system in his 94 gt.
Thought it was the battery, but it read 14v until the high beams and fan was turned on, then it dropped to around 12v. At idle the lights dim considerably bring the rpms up and the lights brighten back up. Alternator was tested at 60 amps.
Car is like Elanor cranks when it wants to, but everything appears to be fine.

His mods
CAI
UD pulleys

the alternator regulator would cause the voltage to jump all over the place if you jam on the gas pedal causing the battery to over charge for the time you have the pedal floored.

The alternator is junk, take the UDP'S off and replace it. 94-95's have a 130 amp alt.

check grounds near the battery, check the ignition switch, and check for voltage drop at the stater.
