Default Damaged fuel return/ vent line?

I have a beat to sh*t mystery hard line near the right side lower control arm (in front of it) ....it runs parallel with the hard line for the rear brakes. While the brake line has no damage, this mystery line (vent, return?) is bent up pretty bad. It goes to the fuel tank, but doesn't have the plastic lock clips like the fuel filter has.....

It is NOT one of the fuel lines hat runs up the driveshaft tunnel ......this one runs along side the rear brake line like I mentioned....

I have no issues with the car, just noticed the damage when installing my new LCA's....

Can anyone tell me what this line is?

is it black plastic? if so, it is a vent tube that goes to your charcoal canister.
