Default I'm a new member, and I need help!!!

Hey everyone, First off I would like to comment on the ease and efficiency of the site. Also, everyone seems helpful and nice.
Now the business, I have a 1995 Mustang GT 5.0L, and when I get up around 2800-3000 rpms I lose power, and it seems to me like a vacuum issue. Now, I'm not exactly a pro when it comes to fixing cars, but I think i've deduced what my problem is. I've attached a picture of the part I think I need to replace, I just don't know what its called.
Thanks for the help!

Sorry about the bad picture quality, I had to use my phone, didn't have a camera with me.

if you are reffering to the silver piece in the picture, that is indeed part of the air conditioning system, and you are right... you arent a pro..

Does your car still have catalytic converters?

Well lets start here.

What all is done to the car?
Did it just happen or after something was worked on?
Stick or auto?
Does the power come back later in the RPMS?
When was the last time you did a tune up?

Try pulling codes. Your car can actually tell you what is wrong with it a good majority of the time (Not always though). If nothing else it will get you started, and it is free

Car is bone stock as far as I know minus the exhaust, no cats, 3inch pipe to flowmaster 70 series, dumped. Just bought the car last week.
5.0L 5 Speed manual
I'll shift into second, and accelerate up to around 3-4k rpms and it suddenly lose power and not accelerate, but its only if i really get on it.
Where can I get codes pulled?
I'm doing the cap and rotor, and coil, as well as plugs and wires in the next few weeks. Don't have the cash for it right now.
