Any of the above methods will easily seal a good condtion surface.
I also prefer gasket and silicone but for a sole reason that the silicone makes for an easy clean up if you ever have to back to that job again.

*UPDATE* Blue Permatex and gasket sealed it up tight. The housing is the stock one, but seems a bit rough, so I think the RTV was necessary. The gasket was one I hadn't seen before, it was actually self adhesive, but I did not rely on that alone. Thanks to all for the replies, simple question, but nice to see many others have been in the same boat.
