Cheap gps
You should be able to just pickup a hand held unit for that. There usually around the hunting+fishing section in retailstores. I would just go to one, get the best and most expensive they have and just return it when your done your testing. If you don't feel comfortable w/ that you should be able to get one well under $100 or get a used one on ebay.
My old car was a 2000 BMW 540i w/ DINAN Stage 3 and a whole bunch of other goodies! I wanted to make sure it was accurate as well (my speedo on dash and digital guage on computer). Well needless to say I got the car up to 178mph (had plenty to go still)then I kinda started to get into unsafe conditions w/ possible police activity, so I had to slow down plus the highway was coming to an nd w/in 2 miles. Anyway, the GPS was extremely accurate (mine is a more exspensive unit I use for my boating and it was a marine modellists for about $400 when i got it a few years back). Thuogh, the speedo and GPS where about 3-4 mph different which I believe is correct. Can't remember where I read that from, but I know I found all kinds of info on it when I was researching it.
