use the lasso tool, (polygonal lasso is easier... to get that tool, click and hold down the lasso tool button)
then just click your way around the car... then switch to the tool that is a picture of a mouse pointer, and drag the car to a new document.

if you can find a basic tutorial that will show you how to use the pen tool, thats also a good tool for going around round objects.

just make em from scratch
go to deviantart.com, and search for brushes, or take a picture and just distort it, play around with the filters. or you can go for a theme, and just use a picture off of google images as the background.

...i'll try to explain another way to chop wheels that is a bit easier.
1. make two rough lassos around the wheels using the eliptical lasso tool under the square lasso tool.
2. press "q" to enter quick mask mode and the screen should turn red.
3. take a hard round brush around 19px and start "erasing" the area around the wheel until everything but the wheel is red.
4. press "q" again to exit quick mask mode and admire your work. then continue with the rest of the car.
