Default Horn Help PLZ

I am installing a new turn signal/horn brushes in my 65. In doing so I was going to check all the wires and make sure everything was still good. WHat i found has puzzled me. If i check the resistance between the yellow wire (the hot horn wire) and the frame, It pulses with a perfect beat showing it is grounded then not then grounded and so on. What would cause the hot to pulse like this? It only does it when the battery is plugged in. when the neg is off the bat it shows to be grounded all the time. So I am thinking I must have a short or something, but I show a steady 12V to the horn and it works perfectly.

I found out my damn meter was just screwed up. It checked good on a friends.
