Default Gummy silicone?

I noticed around the openings for the window regulator on the rear passenger window, there is gooey silicone-like gunk? Anyone know if thats supposed to be there? Its not on the drivers side and I found a little in my trunk too...

Used that stuff all the time when I worked at the dealer. Great for sealing stuff for water leaks. Every time we had to swap fuel sending units on those damned blasphemous new Cougars, we were supposed to drop the tank - warranty was like 0.8 or something. SCREW THAT! Wend straight for the rear seat - pulled 1 rubber grommet - then air-chiseled my way a few inches here and there to swap the sending unit - in n out in like 6 minutes. That stuff works great to seal small body cracks n stuff.
