What is the best and easiest to remove spot welds? to remove rusty pannels...

How about a spot weld cutter?

You should be able to find in a NAPA store or some such.
Some just use drill bits, but I found the right tool....

Drill them out. It leaves enough to re-weld. There is actually a tool that has a pilot bit of like 1/4" and a reem os sorts making it larger. it is made to drill out spot welds. I seen it yesterday but do not remember where. Try "Eastwood supply". They have body work supplies and materials. Have fun! I'll be doing some of that this weekend myself.
