CFM = ((CID*RPM)/3456) * (volumetric efficiency)
A 650cfm will spin a 351 to 6400 rpm assuming 100%VE.
It really depends on the cam/heads/intake. If you keep the rpm's low, a 650 will work great. If you push the power band higher in the rev range, you'll need to look into 700/750 cfm carbs.
