I can make out Indianapolis and Official. However I have supplied a link in this post that shows all pace cars for any given year. 1971 : the pace car was a Dodge Challenger.

it might be like a old military sticker to get on base, my mustang had the same type of thing on the side window and you could read the #'s on it from like frt wayne or something like that.
Looks like a US Nationals sticker, not a participant sticker but someone who could get in the track and drive around the pits.. No its not the brickyard, its the drags.. Its the kinda thing someone who worked on the track crew would have.
Really cool to have on the car IMO... too bad its not in better shape.

I tweeked the heck out of your photos, and couldn't come up with much more than Glen has - other than "Sept. 3, 1973."
Here's what a Google of that date (and Indianapolis) turned up:
"Sept. 3, 1973 -- Gary Beck rides a set of Goodyear tires to the first sub-six second pass in NHRA Top Fuel history when he is clocked at 5.96 seconds at Indianapolis Raceway Park."

Yeah, but I seriously doubt that's this guys car. The word 'Official" leads me to believe it was used as an race track officiciating team car.
