351w or 352
Ford Engine.
The 352FE and the 351W have identical bore and stroke. The only difference will be in the flow of the heads. The FE will not necessarily make more power just because it's a big block, there's a lot more to the equation than the physical size of the block.
Which engine you drop in the '70 should depend more on which style was there to begin with. If it's an original FE car, then you've already got the necessary hardware for the FE. If it was a Windsor car, ditto. Personally, I'd rather build the 351W than the 352FE, unless I had access to a 390/427/428 rotating assembly....
