you can weld up the holes and grid it down and paint them to look like new.....or just got to a header......even the vette had the smog crap in 66...just yank all that stuff off as i bet the pump is locked up

It's called a Thermactor system and it does have a pump. Just remove the hoses,pump and associated stuff and use pipe plugs(available at any home improvement or hardware store)to seal the holes. Don't throw the stuff out, though as it's hard to find those parts nowadays.
