when i first got my tach, i asked the same question. There are a couple reasons why I went with the 8k tach:
1) even with a pretty heavily modded 289, you're not going to spin anything above 7k (and even thats optimistic)
2) if you've ever seen a car with a 10k tach on it that can't even spin close to that amount, you'll notice that the movement is almost unnoticeable (i.e. during normal driving between 1500-3000 rpm, the needle is SOO low on the tach face, that it just looks retarded)
As far as mounting the tach, I would discourage mounting it directly to the dash pad unless you fabricate some sort of metal bracket for it to seat on. Drilling into the foam padding will, overtime, make the pad warp and/or crack. I've seen some slick setups were the tack is mounted, centered on the tranny hump just underneath the ash/coin tray.
